I. HISTORICAL PROFILE
Tristan—callsign HYPERION— comes from a one of the Original Syndicate Crime Families. CID suspects he is of the newer generation of Syndicates, although he hails from old blood. However, this has yet to be confirmed. Regardless, his family has ties to CyberSun and multiple other corporations, these ties likely go back generations.
His designation as HYPERION likely refers to his connection to CyberSun as well as his influence and reach, which spans across the sector. This callsign confirms suspicions of his place at the top of the Ouroboros hierarchy, one of the Syndicate's High Command members. His callsign and identifying information was obtained through CID following infiltration of a Syndicate recruitment dinner.
II. THREAT PROFILE
HYPERION's main contributions to the OUROBOROS organization are through social means, primarily recruiting and fundraising. He has a wide network of contacts that the Syndicate relies on for funding their operations. Wired taps and recordings suggest that he eminates a charismatic persona, giving individuals a false sense of security and trust. He utilizes this ability to the fullest in recruiting extremist groups, and greasing palms as needed. Interrogations of mid level Syndicate agents confirm that he plays a role in logistics to a lesser extent, serving as a liaison as needed and reaching out to fringe groups to inform them of their instructions or maintain their loyalty.
Reports suggest that while he prefers to distance himself from the frontlines and is prone to flight over fight, when forced into a corner he is to be considered armed and dangerous at all times. HYPERION engages in experimental body modifications and prosthetics to extreme degrees. He often undergoes surguries and experimental procedures, meaning that his abilities are never fully known. Scans suggest that he rarely contains a higher volume of biomass than that of artificial parts. Additionally, what biomass remains is heterozygous in nature originating from a multitude of species. Furthermore, CID believes that HYPERION has been subjected to MNEMOSYNE's Mirrorpath procedure and as such is considered to be immune to PSO memory restraints.
Despite being one of the public 'faces' of the Syndicate no records on HYPERION's facial composition exist. Sightings always involved his use of a golden mask, whether to purposely conceal his identity or to hide facial scarring is unknown. This combined with his proclivity for body modifications and resulting ever shifting chameleon DNA make identification difficult.
III. OBJECTIVES & STRATEGIC MOTIVATION
HYPERION's motivations, as his true identity remains primarily hidden behind his facade. However his persona suggests that he is fueled by desires for personal gain, as well as anti-monopoly sentiments. Intercepted communications confirm that he desires an open market with wide varieties of goods from multiple businesses. These motives are not entirely altruistic, as they are partially fueled by his desire to further refine his physique and broaden options for body modifications.
His immediate objectives remain recruiting individuals and corporations to the Syndicate, as well as raising funds to support syndicate missives. As such he castes a wide net and is involved in multiple portions of the organization. His recruitment efforts involve placing recruits and connecting them with other leaders.
IV. THREAT LEVEL & COUNTERMEASURES

ACTIVE COUNTERMEASURES:
Surveillance measures are ongoing to obtain identifying information on HYPERION, as well as record his whereabouts. Any intelligence gathered on his location or meetings will provide insight into Syndicate associates and short term plans.
HYPERION's involvement across the OUROBOROS organization, and subsequent knowledge make him a highly desirable target for CID interrogation and eventually [REDACTED], for intelligence on prototypes and technology in development. However, given the risk of multiple unknowns due to his ever changing body composition, if captured he is to be sent to [REDACTED].
EMERGENCY ACTION PROTOCOL: Should HYPERION be located and engaged transquilizing weapons should be prioritized, as CID believes that while the composition of the rest of his body may shift, that his central nervous system remains and will remain organic in nature. He should be kept sedated, or executed (following confirmation of the lack of acidification or explosive implants) and his body put into stasis with constant monitoring.
V. CLOSING REMARKS
Tristan's value to the OUROBOROS organization primarily lies in developing and maintaining connections. His capture or elimination would cripple OUROBORO's recruitment and retention rates, particularly for small corporations and groups.
His shallow involvement across the organization make him a prime target for interrogation efforts, if possible. However, immediate neutralization is authorized should capture be improbable.
