I. Executive Summary

After years of theoretical development, failed iterations, and ethically questionable fieldwork under the former AEGIS Directive, I am proud to confirm that the Pantheon Subject Optimization (PSO) system has exceeded all performance expectations under live operational conditions.

All six active █████ ██████ operatives — PANACEA, HERCULES, PROMETHEUS, HEPHAESTUS, ARTEMIS, and CHARON — have undergone full or partial PSO cycle integration. Neural integrity, memory threading, and physiological continuity are within 0.03% deviation of predicted tolerance. Operatives have sustained trauma, death, and even full body dissolution, only to return operational within protocol windows. At this time, all neural mapping is at peak functionality.

We have, in no uncertain terms, rewritten the doctrine of soldier mortality. No doubt this will be of use to those on the outside, I hear CID has already gotten wind of the new cloning program. It will have to be rolled out to the stations, to the public.

We will provide them with the basic framework, no need for them to know what really goes on at Elysium. Scarlet Lightweaver will be remembered internally for their contributions, and the world will think she developed it on her own.

I gave this project the name Pantheon for a reason.

We are no longer reviving soldiers. We have achieved immortality, we are manufacturing gods.

My own clone integration remains nearly perfect after thousands of cycles, should the program be maintained, I shall have oversight of the division for eons.

Let this document serve as confirmation that █████ ██████ and its integration with PSO will shape the next era of warfare. I will not tolerate compromise, regression, or the dull-witted morality of the Central Operations Council, nor will I allow these operatives to be brainwashed or compromised unless absolutely necessary. If it has to be, we will start a war within our own ranks, like the SVS days.

Should any opposing command attempt to decommission this initiative, HADES-666-FALL will trigger, sending us all back to the stone age. Absolute secrecy of ████ █████ remains paramount.
